If you hold a KITAS, formally an ITAS, Indonesia’s limited stay permit, the deadline that matters is 14 days, and it runs from the day your ITAS is issued rather than the day you landed. Inside that window you register your address with the local Dinas Dukcapil and receive an SKTT, a Surat Keterangan Tempat Tinggal. The registration asks for two documents, your passport and your ITAS card. No landlord letter, no RT/RW letter. The surat keterangan domisili that Immigration asks for elsewhere in your file is a different document, and that one does depend on where you live.

What is an SKTT, and who issues it?

An SKTT, Surat Keterangan Tempat Tinggal, is the certificate of residence issued in Indonesia to a foreigner holding a limited stay permit. It comes from the Dinas Dukcapil, Indonesia’s civil registration service. It does not come from Immigration, and it does not come from the building you live in.

Article 20 of UU 23/2006 on population administration requires a limited stay permit holder arriving from abroad to report to that agency within 14 days of the ITAS being issued, and gives the resulting SKTT a validity matching the ITAS. The same article requires you to carry it when you travel.

The 14-day clock: when does it actually start?

It starts when your ITAS is issued. Article 20(1) of UU 23/2006 counts from the issuance of the limited stay permit, not from the entry stamp in your passport. It is the most repeated error in English-language advice on Jakarta.

The gap is real, because an ITAS is often issued weeks after arrival. Someone counting from their entry stamp either panics over a deadline that has not started or assumes it has passed. Ask your sponsor for the issuance date on the permit.

An earlier deadline sits in front of it. Immigration’s stay-permit FAQ states the ITAS must be applied for within 30 days of the entry stamp. Ask your sponsor when your application went in. The order the first deadlines arrive in is covered in our guide to the first 90 days in Jakarta.

What documents does the SKTT actually require?

Two. Article 6(1) of Perpres 96/2018 sets the requirements for registering a foreigner’s biodata as the travel document and the limited or permanent stay permit card, and nothing else. The DKI Jakarta civil registration service lists the same two on its own SKTT page.

The confusion comes from Article 4 of the same regulation, which does require a surat pengantar, an introduction letter, from the RT and the RW. That requirement applies to Indonesian citizens, and it is routinely quoted at foreigners anyway. What RT and RW are is in our explainer on how an Indonesian address is built.

How is an SKTT filed in Jakarta? Through your sponsor

In DKI Jakarta, population documents for foreigners run through SILAPORLAGI, the provincial Dukcapil portal, which requires a sponsor’s registration to be approved before the application menu is accessible. In practice you do not file this yourself, and your landlord cannot file it for you.

Your real dependency is your sponsor’s timeliness. A work KITAS can only be sponsored by an Indonesian company, a local PT, a PT PMA or a representative office, and is tied to that one company and one named position, according to immigration consultancy Cekindo/InCorp in a page updated on 8 January 2026. Ask HR on day one who holds the SILAPORLAGI account.

Why does everyone talk about a surat keterangan domisili?

Because in Indonesia it is genuinely required, just not for the SKTT. Indonesian Immigration’s stay-permit FAQ lists a surat keterangan domisili among the attachments for converting a visit permit into an ITAS, for family-reunion ITAS categories and for moving from an ITAS to an ITAP, and states that extensions carry the same requirements. Extensions run to a year at a time, five consecutive times.

The honest answer is two-part: a domicile letter is not needed for your Dukcapil SKTT, and it is needed for your immigration file, including at every renewal. Who signs one, and what it must contain, could not be established from an official Indonesian source. Ask your sponsor or a licensed immigration consultant in Jakarta which form they expect, before you sign a tenancy agreement.

What is your building’s own legal duty to Immigration?

It has one, and it is statutory. Article 72(2) of UU 6/2011 on immigration obliges the owner or manager of lodging to provide data on foreigners staying there when an immigration officer requests it, and Article 117 penalises refusal with up to three months’ detention or a fine of up to Rp 25,000,000, about USD 1,410 at the Bank Indonesia JISDOR reference rate of Rp 17,703 to the dollar on 28 August 2026, the rate used throughout.

Separately, the government’s APOA application states that owners and managers of accommodation must report foreigners staying with them to immigration officers. The statute frames the duty as arising on request, the application frames it as standing, and no official deadline in hours exists; any guide that gives you one has invented it. In Central Jakarta, a building that has never heard of this is one where your registration will be somebody’s first attempt.

What do you have to report yourself?

Article 71(a) of UU 6/2011 requires every foreigner in Indonesia to report a change of address, civil status, nationality, occupation or sponsor to the local immigration office. Article 63 places a parallel duty on your sponsor, and Article 118 penalises a sponsor who gives false information or fails their guarantee with up to five years and Rp 500,000,000. That exposure, not corporate fussiness, is why HR departments are inflexible about an address change. Two further duties then sit with the Dinas Dukcapil under UU 23/2006, and nothing prompts you about either.

A move from one Jakarta kelurahan to another sets off four obligations at once: your Article 71(a) report to immigration, your sponsor’s parallel report under Article 63, and the two Dukcapil reports under Article 17 of UU 23/2006. Nothing in a Jakarta tenancy prompts any of them.

Which offices serve a Bendungan Hilir address?

Bendungan Hilir, Benhil to the people who live there, is a kelurahan in kecamatan Tanah Abang, Kota Administrasi Jakarta Pusat, postal code 10210. Immigration’s stay-permit FAQ states that a limited stay permit application goes to the immigration office whose working area covers the foreigner’s place of residence, which puts a Bendungan Hilir address under Kantor Imigrasi Jakarta Pusat and Sudin Dukcapil Jakarta Pusat.

Check this before you sign anywhere: the kelurahan on your agreement decides which counter you and your sponsor stand at for as long as you stay.
