Getting the kelurahan right is not pedantry. What are the levels of an Indonesian address, from your door outwards?

Work outwards from your front door in Bendungan Hilir, Central Jakarta: first the jalan and building number, then the RT, then the RW. The layer is visibly active here. The neighbourhood’s Ramadan bazaar on Jalan Bendungan Hilir 3, in Central Jakarta, is organised by the local Karang Taruna, the youth association, with the RT and the RW, in front of the Balai Warga of RW 01.

Kelurahan and kecamatan: which one appears on your paperwork?

Both do. The kelurahan is the smallest administrative unit with its own office; the kecamatan is the district above it. Bendungan Hilir is one of seven kelurahan in kecamatan Tanah Abang, each with its own postal code:

Copy it from your tenancy agreement, level by level, and do not paraphrase it. The template, with a Bendungan Hilir address as the worked example:

What is asked for depends on the form. Some forms give RT and RW their own fields and some do not. Where there is no RT/RW field, keep the numbers in the street line; where there is one, fill it from your tenancy agreement rather than guessing.

Why does the kelurahan on your contract matter for your visa?

Because it decides who handles you. Immigration’s official stay-permit FAQ, last updated 11 January 2024, states that the application is submitted to the head of the immigration office whose working area covers the foreigner’s place of residence. An address here is not only where post arrives. It is the jurisdiction your file lives in.

That page is dated for a reason: it still names the former Ministry of Law and Human Rights, which no longer holds the immigration function, so the procedural detail around it should be confirmed with your sponsor or a licensed immigration consultant. A Bendungan Hilir address places a resident in Kecamatan Tanah Abang, Kota Administrasi Jakarta Pusat, which points to the Central Jakarta immigration office and the Central Jakarta Dukcapil unit rather than a South Jakarta counter. The office-to-area mapping is administrative rather than something to deduce from the name of a city, so ask your sponsor which office and which Dukcapil unit will hold your file before anything is signed.

There is a trap in the name. Bendungan Hilir MRT station is not inside kelurahan Bendungan Hilir: it sits on Jalan Jenderal Sudirman, straddling Karet Tengsin in Tanah Abang, Central Jakarta, and Karet Semanggi in Setiabudi, South Jakarta. A room advertised as “Bendungan Hilir” because it is near that station may sit in a different kelurahan, a different kecamatan, even a different administrative city.

What address questions should you ask before signing anything?

A kost — a furnished room rented by the month in a building of similar rooms, Indonesia’s standard urban rental format — is only useful to you administratively if it comes with an address you can put on a form. Before transferring money, ask:
